산시(山西)성의 한국인 기독교 선교사들에 대한 정부 탄압 계획을 보여주는 기밀 문서가 입수되었다.비터 윈터가 입수한 기밀문서에서는 중국의 외국인 기독교 조직에 대한 규제와 탄압을 강화하기 위한 선동 계획을 특별히 강조하고 있다.
허난성 궁이시 정부는 특별 방안을 마련해 외국인 기자들이 허난성의 종교활동에 대한 정보를 얻지 못하도록 공식 내부 문서를 발표했다. “특별 작전 보고서”라는
비터 윈터에 전달된 특수작전 브리핑 문서에 따르면 2018년 6월 초까지 허난(河南)성 궁이(鞏義)시에서 철거된 교회당 십자가의 수가 51개에 달한다고 한다.이 문서에서는 교회 십자가를 정부에서 제작한 청동 명판으로 교체할 것을 명하고 있다.
비터 윈터는 2018년 4월 19일 중국 공산당 중앙 판공청과 중국 국무원이 발행한 “신 정세 하의 이슬람 규제 강화를 위한 제안서”라는 기밀 문건의 사본을 입수했다.
중국 공산당 중앙 통전부(中央統戰部)를 비롯해 공안부, 국가종교사무국은 “한국 기독교 단체의 중국 침입에 대한 법적 조사 및 기소 특별 단속안”을 공동 고안했다.
